Re: Citywide Impact Fee Nexus Study

Dear Mayor Quan and Mayor-elect Schaaf:

We write today to show our support for the memorandum prepared by the Development Impact Fee Working Group requesting that the City of Oakland amend Hausrath Economic Group’s scope of work for a proposed Citywide Impact Fee Nexus Study to include analysis for a discrete parks and recreation impact fee and as permitted under the Quimby and Mitigation Fee Acts.   We support the Nexus Study and believe that it is a critical step in developing fees that reflect the needs of current residents and that recognize the increased demand on City infrastructure caused by new residents and related developments.

________ was established in ____ and has ____ participants, and we use facilities maintained by Oakland Parks and Recreation.  Our organization and other groups must compete for the limited amount of recreational space and playing fields available and we believe that a parks and recreation impact fee will provide needed funding for facilities and fields for our organization and others like ours to continue to provide recreational opportunities in Oakland.

We endorse the use of development impact fees to fund the rehabilitation and expansion of parks and athletic facilities in Oakland.  We hope to partner with your Council City staff on the Nexus Study and later deliberations about development impact fees in Oakland.
